Biography

Ms. Southard is the Research Operations Manager for Sequim’s Marine Sciences Laboratory (MSL). Ms. Southard joined Battelle in 1994, working out of the Pacific Northwest National Laboratory in Richland, Washington. She joined the Sequim organization in 1999. Ms. Southard helps maximize the operating efficiency at the MSL by providing technical support to managers, researchers, and staff. Areas of responsibility within Operations include quality, chemical management, waste management, training, environmental protection, radiological protection, industrial safety, property management, computer security, office moves, self assessments, facility postings, safety, security planning, operational reviews, and audits. She manages the MSL’s online hazard identification and safety training program (known as IOPS). Ms. Southard’s research background is in ecology and fisheries. While in Richland her research focused on diverse salmonid issues in the Columbia, Snake, and Yakima River Basins. She evaluated fish screening facilities in the Yakima River Basin, supported hydroacoustic fish passage research efforts at Snake and Columbia River hydroelectric projects, studied the effects of gas supersaturated water on salmonids, contributed to preparation of environmental impact statements, and conducted teacher and student workshops on numerous aspects of aquatic ecology, including the study of benthic macroinvertebrates. Since joining the Sequim lab she has performed fish population surveys, studied shading effects of overwater structures on nearshore marine habitats, evaluated juvenile salmonid upstream passage through culverts, monitored eelgrass transplant and reference sites, conducted ecotoxicological bioassays, and authored aquatic ecology sections of environmental impact statements for the U.S. Nuclear Regulatory Commission (NRC) and the Federal Energy Regulatory Commission (FERC). She is in charge of the lab’s two research vessels and is also a research diver for the laboratory, performing freshwater and marine habitat and population assessments, underwater photography and videography. Altogether, Ms. Southard has over fifteen years’ experience working at PNNL as a research scientist on seagrass restoration and habitat monitoring and also juvenile salmonid passage issues.
